Prepare a cleaner application

Missing, old or incomplete documents can slow an application. These three habits make your submission easier to check.

Check every date

Review licence expiry, medical completion, DBS issue and right-to-work expiry dates before uploading anything.

Use clear copies

Photograph or scan full pages in good light. Avoid cropped edges, glare, fingers and unreadable text.

Keep your reference

Save your application confirmation and WTP reference so you can match later documents to the correct application.

Documents to check carefully

Driving licence

The council’s guidance says you need a full DVLA driving licence for Category B vehicles that you have held for at least 12 months. If a replacement or renewed photocard has been issued, provide the newest one.

Medical certificate

Use the current council template. The published guidance says the certificate must be completed within four months of your application date. It also says all eight pages of the attached DVLA D4 form must be fully completed, with your name and date of birth on each page.

Right to work

Prepare a clear image of acceptable right-to-work evidence. Original documents may need to be produced for verification before the licence is granted. If you have a time-limited immigration status, check that the evidence remains valid.

Important: Do not rely on a downloaded checklist alone. Requirements, forms and processes may change, so compare every item with the current council instructions.

DBS, training and tax check

Enhanced DBS

The official guidance directs applicants to TaxiPlus. It says the DBS must use the position “Other Workforce [Taxi/Private Hire] Driver”. If you are not subscribed to the DBS Update Service, the certificate must be less than three months old when accepted.

The council warns that drivers who do not register a certificate with the Update Service may initially receive only a six-month licence and then need a new certificate to extend it. Follow the current posting and verification instructions carefully.

Training and assessment

Check whether your earlier training result still qualifies. The council states that existing licence holders who completed the earlier requirement before 19 September 2019 need to retake it. Other timing rules can also apply.

HMRC tax check code

A renewal applicant, or someone who held a similar licence within the previous 12 months, must normally provide a valid HMRC tax check code. Complete the check close enough to the application to keep the code valid.

After submitting

Keep the email confirming submission. Save a copy of every document uploaded and note the date. If the council asks for more information, respond using the correct reference so your evidence can be matched quickly.

You can use the council’s public register to check current licence status while a driver renewal application is being processed. Do not assume that submission alone extends permission to work; check your own status and the council’s instructions.

Keep business records separate

Licensing documents and bookkeeping records serve different purposes. Keep renewal evidence in a dedicated folder, then store income, fuel, platform statements, mileage and other business records in your bookkeeping system.
